EPA Extends Chemical Health and Safety Reporting Deadline to 2027

Companies handling certain chemicals will have another year before submitting required health and safety data

The U.S. Environmental Protection Agency has extended a reporting deadline tied to workplace health and safety requirements for certain chemical substances, giving manufacturers and importers more time before new reporting requirements take effect.

The agency announced that the deadline under the Toxic Substances Control Act's Health and Safety Data Reporting rule has been moved to May 21, 2027.

The rule, finalized in late 2024, requires manufacturers and importers of 16 chemical substances to submit certain unpublished health and safety studies and related information to the EPA. The reporting requirements apply to chemicals imported as pure substances, formulated products, mixtures, or articles containing the covered chemicals.

EPA said it is currently considering revisions to the rule and decided to extend the deadline rather than require companies to prepare submissions under requirements that could change.

According to the agency, the extension is intended to provide regulatory certainty and avoid duplicative or potentially inconsistent reporting.

Several of the chemicals covered under the reporting rule are commonly used across manufacturing and industrial environments.

Chemicals covered under the reporting rule include:

  • 4,4-Methylene bis(2-chloraniline) (MBOCA)
  • 4-tert-octylphenol (4-(1,1,3,3-Tetramethylbutyl)-phenol)
  • Acetaldehyde
  • Acrylonitrile
  • Benzenamine
  • Benzene
  • Bisphenol A
  • Ethylbenzene
  • Naphthalene
  • Vinyl chloride
  • Styrene
  • Tribromomethane (Bromoform)
  • Triglycidyl isocyanurate
  • Hydrogen fluoride
  • N-(1,3-Dimethylbutyl)-N’-phenyl-p-phenylenediamine (6PPD)
  • 2-anilino-5-[(4-methylpentan-2-yl) amino] cyclohexa-2,5-diene-1,4-dione (6PPD-quinone)

EPA said businesses will receive updated guidance and timelines after any revisions to the rule are finalized.

The deadline extension took effect immediately.
